"East Meadow lies within the Town of Hempstead, whose founding deed was negotiated on December 13, 1643 between English emissaries Robert Fordham and John Carman and representatives the town's own archives name as the Reuckowacky, the Merockes, Matinecock and Massapequas; the deed set no boundaries or compensation, a Dutch patent followed in November 1644, and the deed itself was not confirmed until July 4, 1657.[1] The town's population grew from about 4,141 in 1800 to 265,000 by 1940 and 448,000 by 1950 as postwar suburban development, including East Meadow's, filled in the former Hempstead Plains.[1]",
"The best-documented episode in East Meadow's modern history is a sand and gravel operation that ran for three decades on Hempstead Turnpike. Joseph H. Goldblatt's East Hempstead Sand and Gravel Corporation began mining there in 1927; within a year the pit had breached the water table, eventually covering 20.2 acres with an average depth of 25 feet and pockets over 40 feet deep.[13] The company, later renamed Builders Sand and Gravel and run by Goldblatt's son Herbert, continued operating under a series of Town of Hempstead ordinances, including Ordinance No. 16 of 1945, which banned mining in residential areas but allowed the pit to continue as a prior nonconforming use.[13] The flooded pit doubled as an informal swimming and ice-skating spot for neighborhood children for years, drawing scrutiny after at least one fatal drowning and one near-drowning of local youths in the 1940s.[13]",
"Homeowners near the pit, represented by state senator Edward Speno, pressed the Town of Hempstead's Zoning Board of Appeals in 1958 to stop a cement-mix operation they said polluted their homes with dust; Speno also advocated using the land for a park.[13] Litigation over the town's escalating mining restrictions reached the New York Court of Appeals in 1961 and the U.S. Supreme Court in 1962 (see Law and legal history).[15][14] In 1963 the Town of Hempstead condemned 18 acres of the former pit for a park, with the remaining 20 acres going to Nassau County for a drainage basin; after years of budget delays, the resulting Speno Park opened in October 1989 at a cost of more than $2.5 million, and in 1997 the old pit and surrounding land were converted into a nature preserve and bird sanctuary.[13]",
"East Meadow's other large civic anchor, Eisenhower Park, began in 1944 as \"Nassau County Park at Salisbury\" and was officially dedicated in October 1949; it was rededicated as the Dwight D. Eisenhower Memorial Park on October 13, 1969, with the ceremony attended by the president's grandson and Julie Nixon Eisenhower.[12] The county describes the 930-acre park as \"larger, in fact, than Central Park,\" with three public 18-hole golf courses.[12]"

"The Meadowbrook State Parkway, a limited-access parkway that NYSDOT lists under the jurisdiction of the state Office of Parks, Recreation and Historic Preservation (maintained and signed by NYSDOT) and which the state has separately designated the Norman J. Levy Memorial Highway, runs along East Meadow's eastern side; Eisenhower Park's own driving directions route visitors to \"Meadowbrook Parkway North to Exit M3 East/Stewart Avenue\" to reach the park, and the park's official address is given as Merrick and Stewart Avenues.[3][12] Merrick Avenue itself borders the park on its western side, with a park entrance \"on the Merrick Ave. side.\"[12]"

"The Goldblatt sand-pit dispute produced two published appellate rulings that still anchor New York's police-power and takings doctrine. In Town of Hempstead v. Goldblatt, 9 N.Y.2d 101, decided January 19, 1961, the New York Court of Appeals framed \"the question raised\" as \"whether an ordinance of the Town of Hempstead regulating the defendants' business is confiscatory and in violation of the due process clause of both the Federal and State Constitutions,\" and (Judge Burke writing, Judge Van Voorhis dissenting) upheld the ordinance requiring the pit operator to obtain a permit and correct violations.[15] The operator, Herbert Goldblatt, took the case to the U.S. Supreme Court, which affirmed in Goldblatt v. Town of Hempstead, 369 U.S. 590, decided May 14, 1962: Justice Tom C. Clark's unanimous opinion held that \"if this ordinance is otherwise a valid exercise of the town's police powers, the fact that it deprives the property of its most beneficial use does not render it unconstitutional,\" while noting it was \"difficult to ascertain the reasonableness\" of the specific ban on excavating below the water table.[14] The case remains a standard citation in American land-use and takings casebooks for the proposition that a regulation is not automatically a taking merely because it destroys the most profitable use of land.[14]",
"Separately, East Meadow's roads fall under the same municipal liability framework as the rest of the Town of Hempstead: a plaintiff hurt by a defect in a town-maintained street or sidewalk must show the town had prior written notice of the specific defect under section 6-1 of the Code of the Town of Hempstead (or section 6-3, which covers sidewalks abutting private property), or the claim fails on summary judgment; the Appellate Division has applied that rule in cases including Cuzzo v. Town of Hempstead, 61 A.D.3d 921 (2009), and Lahens v. Town of Hempstead, 132 A.D.3d 954 (2015).[17][18]"

"Misdemeanors, lesser offenses, felony arraignments and civil claims up to $15,000 from East Meadow go to the Nassau County District Court at 99 Main Street, Hempstead; larger civil matters go to Nassau County Supreme Court in Mineola, which (outside New York City) hears civil cases while County Court hears felonies; non-criminal traffic and parking tickets go to the county's Traffic & Parking Violations Agency in Garden City.[7][8][6]"
