LIE HOV Lane Rules: Hours, Occupancy & Where It Runs

Last reviewed June 2026

Minimum Occupancy 2+ people (or bus / motorcycle)
Extent Exit 32 → Exit 64 (~32 mi)
Prohibited Trailers & commercial trucks (always)

When the HOV lane is in effect

The LIE HOV lanes are part-time, not 24/7. Restrictions apply only on weekdays during the two peak windows — 6:00–10:00 AM and 3:00–8:00 PM — and they apply in both directions during both windows (unlike some HOV facilities that flip with the commute). Midday, overnight, and all weekend, the median lane is an ordinary travel lane open to every vehicle. Major holidays generally follow the unrestricted rule.

Who can use it

During restricted hours, the HOV lane is limited to:

  • Passenger vehicles carrying two or more occupants (driver + at least one passenger)
  • Buses — always permitted during restricted hours
  • Motorcycles — always permitted during restricted hours

Trailers and commercial trucks are prohibited at all times, even off-peak. And you may only cross into or out of the HOV lane at the dashed-line openings; crossing the solid double line is a separate ticketable violation.

Where the HOV lane runs

The HOV lanes occupy the median, one per direction, from Exit 32 (Little Neck Parkway) near the Queens–Nassau border east to Exit 64 (NY 112) in central Suffolk County — about 32 miles. That span covers the entire Nassau County stretch of the LIE and roughly the western half of the Suffolk County stretch. East of Exit 64 the expressway narrows and there is no HOV lane.

The Clean Pass program ended in 2025

This is the single most common point of confusion. From 2006, New York's Clean Pass program let solo drivers of approved hybrid and clean-fuel vehicles use the LIE HOV lanes during restricted hours. That program ended in 2025. As of 2026, a single-occupant hybrid no longer qualifies — there is no fuel-type exemption, and the lanes are strictly 2+ occupants during restricted hours.

Enforcement and fines

The HOV lanes are enforced by New York State Police Troop L, which patrols the LIE across Long Island. Using the lane improperly during restricted hours is a moving violation that typically carries fines and surcharges well over $100 plus license points for a first offense, with steeper penalties for repeat offenders. Crossing the solid double line to dart into or out of the lane is cited separately.

Frequently asked questions

What are the LIE HOV lane hours?

The Long Island Expressway HOV lanes are restricted in BOTH directions on weekdays (Monday–Friday) from 6:00–10:00 AM and 3:00–8:00 PM. Outside those windows — midday, overnight, and all weekend — the HOV lanes are open to all traffic. Holidays generally follow the off-peak (unrestricted) rule.

How many people do you need in the car to use the LIE HOV lane?

During restricted hours you need at least two occupants (the driver plus one passenger). Buses and motorcycles are always permitted in the HOV lane during restricted hours regardless of occupancy. Trailers and commercial trucks are prohibited at all times.

Where does the LIE HOV lane start and end?

The HOV lanes sit in the median, one in each direction, running from Exit 32 (Little Neck Parkway) near the Queens–Nassau border east to Exit 64 (NY 112) in central Suffolk County — roughly 32 miles. You may only enter and exit the HOV lane at designated dashed-line openings, not anywhere along the solid double line.

Can hybrids use the LIE HOV lane with one person? (Clean Pass)

No longer. New York's Clean Pass program, which from 2006 let solo drivers of approved hybrids and clean-fuel vehicles use the HOV lanes, ENDED in 2025. As of 2026 a single-occupant hybrid no longer qualifies — the HOV lanes are strictly 2+ occupants during restricted hours, with no exemption for fuel type.

Is the LIE HOV lane active 24/7?

No. The LIE HOV lanes are part-time. They are only restricted on weekday mornings (6–10 AM) and afternoons/evenings (3–8 PM). At all other times the lane functions as a regular travel lane open to every vehicle.

What is the fine for an HOV lane violation on the LIE?

Improperly using the HOV lane during restricted hours is a moving violation enforced by NYS Police Troop L. Fines and surcharges typically run well over $100 for a first offense and carry license points; crossing the solid double line to enter or exit the lane is a separate violation. Penalties escalate for repeat offenses.
